ITEM - Institute for Transnational and Euregional Cross-Border Cooperation and Mobility

ITEM (Institute for Transnational and Euregional Cross-Border Cooperation and Mobility) is a research and expertise centre at Maastricht University dedicated to cross-border cooperation and mobility in Europe.

The institute analyses the impact of laws, policy measures and administrative decisions on border regions. It pays particular attention to the Euregio Meuse-Rhine, a region where people work, study and live across national borders every day.

Research for border regions

ITEM studies the challenges that arise in border regions when different national systems meet, particularly in the areas of the labour market, social security, taxation and mobility.

On the basis of scientific analyses, the institute draws up recommendations for policymakers and administrators to reduce obstacles in everyday cross-border life and to improve cooperation between countries.

The central themes of ITEM’s work include:

  • The labour market and cross-border employment

  • Social security and tax systems in border regions

  • The mobility of students and workers

  • European and national legislation with an impact on border regions

Relationship with the Euregio Meuse-Rhine

ITEM works closely with its partners and with the Euregio Meuse-Rhine itself, and contributes its scientific expertise to various Euregional initiatives.

The annual Cross-Border Impact Assessment plays an important role in this respect: in it, ITEM analyses how new European and national policy measures may affect border regions.

The results of these analyses are made available to policymakers, authorities and institutions in order to improve cross-border cooperation.

Scientific support for the border region

Through its research, ITEM helps to highlight the obstacles encountered in everyday cross-border cooperation and to develop solutions.

The institute thus supports the development of the Euregio Meuse-Rhine as an integrated European border region, where cooperation across national borders is becoming increasingly important.
